The story takes place in a world plagued by Shocker, a mysterious terrorist organization bent on global domination. Shocker would abduct certain individuals, transforming them into mutant cyborgs, and brainwashing them into their loyal agents. However, one victim named Takeshi Hongo managed to escape just before he could be completely brainwashed. With his sanity and moral compass intact, Hongo battles against Shocker's minions as Kamen Rider
