Conan and Ran are invited to Haido Shrine by Kazuha, where they meet Heiji wearing a fox mask. The four of them get caught up in the murder that takes place there. The victim is Hidaka, an investigative police officer, who was looking at flashcards of mugshots of wanted criminals. Believing Hidaka was pursuing wanted criminals at the shrine, Conan and Heiji contact Detective Takagi, who finds three wanted criminals among the shrine visitors.
