A competitive mountain bike racer at the pinnacle of his sport was left a quadriplegic after an accident. Now he dreams of surfing with legend Jesse Billauer. Together with an aspiring police officer who is held back by a fear of drowning, the pair journey to California to ride the perfect wave.
